The map below shows how you can enter the Mortal Shell 2 Citadel of Penance:
One option lets you teleport, but you might have a hard time getting out.
The other requires you to find the Citadel Gate Lever, which opens the entryway permanently.
You’ve got two options to enter the Citadel.
Where to find the Citadel Teleporter
If you want to teleport quickly to the Citadel of Penance, you can head over to the One-Legged Wolf beacon in the southeastern part of Fainweald. From there, go to the ruins across the rope bridges. As you’re about to head to a clearing, you’ll see a coin pouch to the side.
Unlike other objects in the game, this one doesn’t have “pick up” as a prompt. Instead, you have to “touch” it via a prompt. If you do this, you’ll get transported to the prison cells in the lower area of the fortress. You’ll have to fight your way to the upper levels and your only exit is a small nook near the ramparts. Needless to say, you’ll have your work cut out for you.

Where to find the Citadel Gate Lever
If you want to permanently gain entry to the Citadel in Mortal Shell 2, then you must acquire the Citadel Gate Lever. If you check the gate, a posted note should tell you that it was stolen by a culprit who was last seen in the ravine. Here’s what you need to know:
From the gate, make your way down the sloping paths until you stumble upon a large rocky outcropping with corrupted growths.
Approach it to trigger the appearance of the Bloodcursed Lithopod miniboss. This is a large Stone Crab that loves to jump and crash into your character.
As a funny aside, it’s actually possible to kill the miniboss without attacking it. In our playthrough, we managed to lure other enemies to it, which caused the hostile mobs to fight each other. For some inexplicable reason, the Bloodcursed Lithopod jumped high up into the air, causing it to perish from fall damage.
This yielded the Citadel Gate Lever, and it also granted us access to a dungeon called the Ravaged Hideout. In any case, just bring the tool to the gate and interact with the prompt to open the entrance permanently.

What can you find inside the Citadel of Penance?
Regardless of how you managed to enter the Citadel of Penance, you’ll be able to find several interesting things:
In the southeast corner of the interior, you’ll find a beacon that acts as a fast-travel point.
At the back of the market stalls, there’s a breakable wall that hides a Revered Gland, which is used to upgrade your Mether’s Pulse healing flask.
Of course, the main prize here is none other than the Eredrim shell, which you can obtain by heading to the center of the base.
The Eredrim shell awaits you in the Citadel.
